1ISOLATE – Install compliant Traffic Management Plan (TMP) approved by Stonnington City Council; erect water-filled barriers, cones and pedestrian detour signage prior to any works.

1ELIMINATE – Commission GPR (ground-penetrating radar) scan of each drill location prior to commencement to identify rebar and embedded services.
2ENGINEERING – Drill rig to be connected to a Residual Current Device (RCD) with trip rating ≤30mA; use double-insulated drill motor.
3ENGINEERING – Anchor drill rig firmly to slab with rated anchor bolts before start-up.

Trench excavation to 1.4m depth adjacent to live services

1ELIMINATE – Batter and bench trench walls to 1:1 in accordance with the geotechnical report; no vertical faces above 1.0m.
2ENGINEERING – Install trench shields to any section that cannot be battered; set spoil stockpiles a minimum 1.0m back from the edge.
3ADMINISTRATIVE – Excavation to be inspected by a competent person at the start of each shift and after any rain event.
4ADMINISTRATIVE – Establish a 1.5m exclusion zone with mesh fencing; ladder access every 9m of open trench.

Oxygen deficiency, hydrogen sulphide or methane accumulation causing asphyxiation or explosion
1ELIMINATE – Complete all work from outside the shaft where reach tools allow; entry only where no alternative exists.
2ADMINISTRATIVE – Issue a confined space entry permit; entrants and standby person to hold current confined space training.
3ENGINEERING – Continuous atmospheric monitoring for O₂, H₂S, CH₄ and CO before and throughout entry; forced mechanical ventilation running.
4ENGINEERING – Tripod, winch and full-body retrieval harness rigged for non-entry rescue before any entrant descends.
5ADMINISTRATIVE – Standby person to remain at the opening with communications and rescue plan for the duration.

1ENGINEERING – Use anti-vibration mounted compaction plant; rotate operators on a maximum 20-minute cycle.
2ADMINISTRATIVE – Reversing beeper and spotter mandatory for all plant movements within the corridor.
